Minutes allocated and used does not add-up

My father HJC Barnard has a contract with Cell C - his complaint are: he receives 160minutes every month - this month he checked why his minutes are not carried over as per his calculations: he received 160 min on 01/10/2013 and the minutes carried over were 1.47.23 witch adds up to 3.27.23, he made 3 phone calls in total of .02.15 minutes from 08/10/2013 to 09/10/2013 so the minutes left schould be 3.25.08 but according to Cell C the minutes left was 3.23.10 - his concern are that Cell C are promoting calls at 99c per minute but if according to the minutes the calls are in fact 1.98c per minute - they are misleading customers and he would like an explanation as to why his previous enquiries regarding this matter was not answered by Cell C - refr numbers 3090601813 (06/09/2013) and 3090700121 (07/09/2013)
