I wanted a 4 MB line but got

Approximately 1 week ago I called the Telkom call centre to request a 4mb adsl line. the call centre agent said that my area was provisioned for 4mb. A week later, while trying to activate the line i was told that my area can barely manage a 1 mb connection.
my questions are as follows:
do all call centre staff use the same system? if so, why do i get multiple versions of events from different agents.
i would like someone in management to please investigate who the clown was that said i can have a 4mb line. i would like to know if said clown understands the difference between 1 and 4 mb. i want the ring leader of the circus that is telkom to please explain how such a mistake can be made. like most people in this country, i work and do not have ample hours per day to call telkom for updates.
furthermore,
i refuse to pay anything towards any adsl costs, i will happily return the sub standard router and please ensure that the sub standard adsl is removed from my line. it is disgusting the lengths you will go to to make a sale.
