Cell C is bad

I got an iphone 4s on contract from cell c northgate branch in April this year. In September the phone was freezing and i took it for repairs. They phoned me after 4 weeks saying that they had to replace my phone with a new one. when i went to get my phone i was give and iphone 4 not a 4s. the iphone 4 that i was give is a refurbished phone. how can i get a refurbished phone when i am paying for a brand new phone. it is not good customer care. i really dont understand this. i need justice regarding this.
