Billed for migration fee when I needed upgrade

Telkom mobile has billed my account for migration fee after the called me for upgrade. I called their call enter to make enquiry about this and I was told that system does bill clients for migration Admin fee regardless of whether you do an upgrade or migration and is up to customers to ask for refund if they were billed incorrectly. What if the client does not notice the error, will the system refund clients automatically? But seems like they are not sure. I think this is very dangerous business practice and Telcom must discourage this kind of practice if they still want to stay in business. I need to know when I can expect the correction on my account.
