Cellphone data charge of R4 851 in one month

I have a cell phone account in my name for my under-aged son. The subscription services includes a My Meg 250m data usage bundle. My monthly payment for the total account is normally R280. In September I received an account for R5 129.98, this was deducted from my bank account via debit order on 1 October.

I logged a call on 17 September for this to be investigated, followed up again on 2 October and have not received an explanation. I was told that data usage queries takes long to resolve. It has been 17 days. The call reference number is S3_TILCH_H3YS

Am I just at the mercy of Vodacom for data usage? Why is a consumer allowed to go over their contracted bundle for this amount?
