No response to Billing Complaint from 12/09/2013

I was billed for a contract and did not receive the minutes, data and SMS's stipulated as part of the deal. Further to this all the individuals dealing with the complaint provided turn around times and not one of them met this. Instead I was kept being told that this is being escalated to the billing department.

Mtn stated that the contract dates are from 10 to 10 and that I am billed in arrears, meaning that the previous contract was still applicable, yet they shut down my BIS as soon as I upgraded and billed me for the full contract and data. What am I then paying for in "arrears, if you have not provided the service and held up your end of the contract?

I want a reimbursement and a settlement of contract figure as I want this contract closed.
