Lack of customer support

For the past 6 months i have been getting strange private number calls more than once on a daily basis and when i answer it, the person on the other side cuts the call and if i do not speak, the person will wait for me to say hello and then cut. I approached mtn customer care and they referred me to the police station as they can't get me the details as to who is calling me. The SAPS refuse to help me as my "life is not being threatened" and said i must deal with it. I don't mind a call or 2 but this has become outrageous. MTN refuse to help me nor does SAPS. Who the do i go to?
