Wesbank discredits SA Police

I bought a car through Wesbank and until I committed to the contract and signed it the service was great, via Internet application and the dealer I bought from. Part of the documents they require, which I have no problem with, is a copy of my ID and drivers license. I made copies and took them to the SAPS for a Commissioner of Oaths to certify it as true copies. However a few days later the dealer called and said they refuse to pay them as they cannot accept documents certified by the SAPS. I did not believe this and told them to ask Wesbank to call me. They did and basically stated that they don't trust SAPS. I asked them to put that in writing but heard nothing from them. I assume they were happy until a few days later the dealer called again and said they still refuse payment. This they confirmed in writing but needless to say without giving any reasons.
Do they really believe a working person has to take a day of work to show documents to a junior at the bank because the SAPS are to corrupt to certify documents or is it one person being difficult
