Incompetence once again from Cell C

I received my October 2012 bill in November 2012, where I notice my bill was way, way over what I normally use, normally spend around R200 per month, now suddenly I received a bill just short of R 1200. I inspected the bill, and noticed on the 14th of October, my phone apparently downloaded 385MB in the space of 3 seconds (which is a physical impossibility). I called Cell C as soon as I saw my bill, and was assured someone would investigate and get back to me within 48 hours. Those 48 hours passed, and no response. Called Cell C again, spoke to a different person and repeat my concerns, again, I was informed that it would have to be sent to the technical department to investigate. Up to date, I must have called Cell C around 40 times, yet to get a resolution. On the 19th of November, my phone was in my place of work, where I subsequently called Cell C to report the and to bar my SIM card. I called again on the 28th November, concerning my billing issue, where I found out my SIM was NOT barred and that someone had been using the phone to make calls. I once again requested my sim to be blocked. This had not occured, and I got charged R 1381 due to Cell C's incompetence.
