ADSL with Telkom who lack Infrastructure

I took the special Telkom were running on their ADSL line packages, I had the service for one month and moved houses, I requested that the line be transfered to my new address. After some days Telkom sms'ed me notifying me that there is no Infratstructure for them to install the line. Telkom could not tell me when there would be infrastructure availble. After a few months of waiting for Telkom to get the infrastructure I recieved a bill for an amount owing for a line rental. After querying the amount, I was rudely told by their accounts department that I should have canceled the line. Telkom have now listed me onto ITC and demand a payment for a service I never recieved due to them not having the infrastructure? I feel Telkom could have handled the situation a little better and told me they suggest I cancel the line otherwise I will be billed. Dont see how a company is able to charge you for a service you havent recieved. Of course no one in the call centre is able to tell you anything and they send you on a "pass the buck" telephone call that take 15mins until you get irritated and put the phone down.
