Is this inefficiency or is it something else?

Had a 2Gig data bundle for the last 6 yrs and never in that time have I ever gone outside of my bundle. All I ever use my data bundle for is emailing and a little browsing. I never download anything.
So imagine my surprise when Vodacom claims that I owe them over R4000 on my data account for June 2013. Further surprise when this figure has climbed to R7000.00 in 2 months. I was not notified that I was out of bundle and I was not cut off. So I went to my local Vodacom shop and decided that while this problem was being dealt with (the complaint having been logged 4 weeks ago) I would upgrade my data account to a 5GIG, which is a ridiculous amount of data for someone who doesn't download. Then last month (August) -10 days into my 5Gig package - I run out of data. So more calls take place, more ref numbers are given and still no feedback. Now it has happened again this month. Only 9 days into September and 5 Gigs have apparently been used! Complaints have been logged for the last month and still my problem has not been dealt with. I can't work efficiently under these conditions. And I did not receive any invoices because they have not registered my new billing address. Disgusted.
