Im Paying for Data but is not recieving it

Since March, I have complaint to Vodacom, I have a my GIG TopUp contract, which I pay for on a monthly basis, I pay my bill every month, but I very seldom received my 1 Gig top-up, If I phone Vodacom, the log a ticket, tell me that someone will get back to me in 24hrs, and then 24hrs 1 day I 'm phoning Vodacom as no one from Vodacom bothers to phone me back. I have logged the more than one complaint, but every single month I am billed the money is taken off from my bank account but I don't receive the data. I am told that some one wil look into it, someone will be able to give me a usage log or something that can show me when i was given data and how it was used. This is ridiculous!! From how many other customers is Vodacom taking money and not giving the service that the customer is paying for?
