Failure to deliver service

We have moved house - same suburb, just a block away from our previous residence. We requested for our line to be moved on the 20 August 2013. This still hasn't happened. I phone regularly and get all sorts of promises from call centre operators and via SMS that technicians have been despatched to attend to our order but nothing has been done. They have escalated our request (twice) - we are still without a landline and ADSL. Help!!!
