Landline transfer problem

Requested a landline and ADSL transfer to my new address (450m) from my previous address on the 14th October 2013. The consultant advised me up to 21 working days. it is a now a month later and still no landline and they now after we contacted them everyday say that there is no infrastructure for the landline and ADSL yet there is a cable running to the house and a plug fitted in the house indicating the previous owners did have a line. We also have now had 3 promises already that the problem has been escalated and will be phoned back but up to now have receive no communication from Telkom and the problem is still unresolved. We also got a telephone bill of R550 but we have not had a landline since 19 October. HOW DOES THIS WORK? Tired of empty promises and my cell phone bill is now been run up and I don't have a landline or internet which is a HUGE INCONVIENCE FOR ME!!! I can be contacted at 082 878 0841.
