Ridiculous ADSL Speeds

We have had our ADSL Line for more than 2 years it was 512 then upgraded to 1 meg then to 2meg,
And never had latency or speed issues, Originally the problem started on 2 meg so I thought a downgrade back to 1 meg will stabilize the line.
We now (1meg) and 2 meg get really slow browsing i have to constantly restart my router if I'm Lucky it would help, I bought another router as well figuring it is that.
There was a technician that did come out changed the cable from the Pole to our home and still no luck. We are syncing at speeds of 997 or the worst 867 never 1024. I reported this twice and no one has an answer or solution. Please help I need my internet as Family works from home and we use it for Entertainment as everyone does.
Its been two months now and nothing the Fault has been closed.
