Being overcharged

Yearlier this year I upgraded 2 contracts. The contracts are R149.00 pm each, which includes BIS. My monthly bill since inception is R392.00 pm. This includes R149.00 x2 and additional charges for BIS. I am charged twice for BIS on each contract. Cell C are aware of the overcharged amount, but each month when I phone I am advised that the matter is escalated. I don't know how far it can still be secalated.
