I'm being Billed for 10mb but get less than 1mb

We relocated from Olivedale to Benoni and was on the ADSL Fastest plan min 4Mb upto 10Mb.
after the installation was done BADLY I found I'm only getting a speed of less than 512kb. I logged a call and tech came out twice and after the second time i was told that I will not get more than that the current speed in my area. i then logged a call that I want my service reduced as I don't want to pay for a service i'm not getting. we are now in month 4 with no resolution and still i'm being billed for the Fastest service. I did log a nother call for a refund and then a week late my line was suspended. after enquiring why my line was suspended they told me that my account wa in arrears. I have all the proof of payments that the account was paid in full and now Telkom is charging me a reconnection fee.
Besides this pathetic service i have to struggle with incompetent people with a seriously bad attitude and the calls himself a manager.
I work in the Network industry and have networking qualifications and the try and me to get out of the call.
I have all the reference number of my calls.
