Slow Response / Latency Issues on Telkom 4MB ADSL

We recently moved to Rynfield in Benoni and requested that my 4mb/10mb ADSL be moved from my previous address. This was done however I am not getting the speed I should from my line. In fact my download speed is 0.45kb/s download and 0.82kb/s Upload which in itself is not right. Numerous calls have been logged and I have been given the excuse of cross talk but not once has any Telkom Technician come out to look. All they do is reset the line and close the calls. As the line is in my companies name we have an account manager (Amanda Willemse) and I thought that things would be easier to rectify but I was wrong, she doesnt reply to mails and when I do get hold of her there is nothing but excuses and that it is being investigated. This has been happening since November 2012 yet Telkom are all to happy to take your money and not provide what you pay for. I need the speed to provide support from Home as I am in the IT industry and find myself very frustrated. Please can someone with half a brain please look into this and get it sorted out.
