Being charged Fastest DSL when only have Fast DSL

Since the activation of my Telkom line I've only managed to be syncing at 2Mb (Fast DSL). This is the most my line can sync to in my area due to my distance from the exchange. However, Telkom has been charging me for a 4Mb/10Mb (Fastest DSL) all this time. I've called previously to make the changes to my billing account however this was not done. I would now like Telkom to adjust my billing accordingly and credit me for this. Why must I pay for a 4Mb/10Mb line when I'm only syncing at 2Mb. This is not fair.
