Telkom Throttling Internet SLOW

We have a 1mb/s ADSL plan whit Telkom but we only get about 20kb/s to 100kb/s (If we are lucky)
The Internet is so slow that my sisters cant even do any school work becuz my mother likes to watch youtube vids and I play XBOX (Cant Play Online becuz I get Kicked instantly for Bad PING, Thanks Telkom)

I have called Telkom a few times about this and thy send someone to see whats wrong and he said "Everything is working so there is nothing I can do" but the internet is still slow. My dad said he will upgrade to a 4mb/s plan but I said not to do it.
