MTN 3G Broadband extremely slow

18 months ago, we started on a good foot with a 4000kbps line. Today it is barely reaching 40kbps. I want to know why MTN is throtteling the line. As IT technician I am looking after this business's network, and we are getting very frustrated. Vodacom is not even so slow as we experimented with their simcard during the night.
