SLOW ADSL for TWO Months

We have been trying to get this problem sorted for the past two months. Each time they send a technician, or so they say they do, and sms is sent to say the line has been restore and repaired. We are experiencing slow line speeds in that we were told that firstly,
1) we were switched to a slower speed. Why were we not refunded as we paying for a 4 meg line
2) the cable was damaged and apparently repaired

Clearly no body know what they are doing and they just want the turn around time to look good on paper when in fact the problem has not been solved.

I expect a responce. I have all my business lines with Telkom and expect service!
