48 hours turns to 10days without feedback

I upgraded in June and got a Samsung, since then my BIS is still being deducted, I phoned on the 16th of August and was told someone will phone me back within 48 hours, now its the 26th and the consultant just tells me my request will only be dealt with on the 28th of August which means I will only get my refund in October. Its just strange how Vodacom wants their money immediately but when they owe me money they can take 4-5 months to give it back to me. Really pathetic, I really don't know why I keep upgrading with you, the service is pathetic and the staff just seem not willing to help. Megan Meyer that I just spoke to basically told me this is how it works and I have to wait for the 28th, not let me see who spoke to you previously or lets see who's dealing with it in accounts and find out how far they are, just sorry to hear about your problem, you will just have to wait
