Telkom and wont fix my issues

I moved into a new complex on 1 July 2013 and advised Telkom that I need my new ADSL line at my new place installed. After sometime a Telkom technician came out and told me that the complex isn't ready as there is no cables and this will have to go to the municipality to be approved and have the cables installed. That was over 6 weeks ago and I still have heard nothing. I call Telkom several times and they keep transferring me back to their pathetic IVR system. No one is their call centre knows whats going on and no one can tell me if the municipality is dealing with the issue. Telkom and forces us to use them for ADSL as there is no other companies in South Africa due to their connections with the government. PATHETIC!
