Broken cable I need to replace? No way!

I stay in Centurion and I installed ADSL at home via Telkom. The last while it started to disconnect at random times. I replaced cables & modems and my modem says theres noise on the line. I contacted Telkom via Afrihost and they sent out two Telkom techs that checked my line. They found the same issue. They found the issue between the Telkom box outside my complex and my unit inside the complex and says its this cable that has noise and that Telkom will send out a Contractor to fix this. A Telkom manager phoned me with a massive attitude telling me that this cable is my responsibility and I need to get out an "electrician" and pay for it. This cable is attached to the Telkom network which terminates inside my house and is therefore part of Telkom's network and they need to replace this cable at their cost. This network was initially installed by Telkom into the comlex and they therefore own it, and thererfore need to maintain and fix it. Meanwhile I'm paying for a service that is intermittently broken. I find this unacceptable & unprofessional and must be resolved by Telkom.

How am I responsible in any way for this cable? I didn't pay or install it? Please advise.
