Very poor internet connection

We recently moved, before that i never had a complaint about my internet. now it is so bad it takes 5 min to open google. I tested it on [URL Removed] latency was 170, 175 and 394 ms. download speed 0.13, 0.30 and 0.49 mpbs and upload was 0.01, 0.01 mpbs and last one did not even register.

I want this resolved asap!
