No network coverage in Cape Town CBD

Why doesn't have MTN have any 3G internet in Cape Town CBD and when will they evolved from EDGE to 3G.

It also doesn't help to call the coverage line/call centre as they only response you will ever get from them is that they can't help you as the systems are down.
