Have problems with al three my contracts

I have 3 top up contracts with Cell C, one of them is a black berry with the promotion that the first three months your BIS is free, from December that the contract is activated and they subtract money for the BIS and it is the second time that the BIS is disconnected. The other contract even you upload R10 and send just two whatsapp you have 0.49c letf. I was in Kollonade on sunday 20 January 2013 and the sales lady promised me that the Manager will be in contact with me regards to my problem that I have written on a form supplied by Cell C. Today is wednesday 23 January 2013 and phoned him around nine o clock. He promised me that he will phone back and still no phone call from him. The lady in store also informed me on sunday that the BIS of the Blackberry will again be disconnected for it is not activated and if she activate it, it charge me again. Is this not contract breech from Cell C???
