Unknown Debit orde

I'm so upset I don't even know where to start. I have people debiting my accounts and I dont know them. Last time I checked I only had a contract with Cell C. I called these people to stop debiting my account and to reverse the transaction and they did. But guess what, less than 7 days later they are doing it again. Firstly I'm moving banks coz I've complained with Capitec and they couldn't assist. Below is the message I just received :
Capitec Bank: Debit Order -R129.99 from SAVINGS ACCOUNT; Ref PROCELL 62971839PROCEL130815NAEDO DR 032
