Paying for a service that I am not receiving

I signed a data contract with Cell C for 20 gigs of data/mnth. 5gb daytime and 15 gb night owl in January this year. My complaint is that I am paying for a service that I am not receiving. The reception is always terrible and I can never connect to the internet or even if it connects i cant open any web pages... therefore I would like to know what am I paying a monthly fee for if Cell C cannot provide adequate coverage. This is on going and at all times of the day or night... of the 20 gigs/mnth i only use maybe 1 or 2 gigs that's rarely when I can get a decent connection. Maybe in a week I can connect once, the rest of the days the reception is terrible. I have a nother contract with Vodacom and I have absolutely no hassle connecting with Vodacom. If Cell C cannot provide the service then Id like my contract cancelled and a full refund since I signed the contract...
