Telkom 4mb ADSL line terrible slow!

Since the 20th of July I've been receiving Internet Connection speeds that equate to a 8th of what I'm paying for.

I pay for a 4.0Mbps download rate, a 0.4Mbps upload rate and a latency of no higher than 25ms - 30ms.

I've been getting 0.8Mbps download speeds and 0.1Mbps upload speeds.

Telkom claimed that there was a problem with the lines in my area, and then later claimed the problem was fixed. I logged the complaint with them on the 23rd of July and not once have they gotten back to me regarding the issue. My fault is still open with them, not one update to it though.

They then have the audactiy to charge me the amount they regularly charge me for my line rental without providing the service. This is clearly unacceptable.

Telkom, please advise.
