Cut off for not pay a service that I did not orde

So after 377 days Telkom finally installed my ADSL line (30 July)
13 days later they cut of my line - completely
They say I did not pay my broadband bill (R1139 for 2 days in July and R1139 for August) - only thing is, they are not my ISP, MWEB is. This bill is due on the 19th. We logged a dispute on the 6th, informing them that we have been incorrectly billed. Yesterday (12 Aug) we got cut off for going over our "limit". They did not suspend the Internet service (which they were not supposed to provide me or bill me for) they cut me off completely.
Despite the dispute being logged on the 6th, the matter is still not resolved, they have only increased my limit to R3000.
This is poor service and poor follow-up, but hey, why make an effort when you have the monopoly? According to them I still owe them R2200 (which was due for the 19th, may I remind you). No commitment on when it will be resolved.
