There is an issue on my line. Pls fix it

I am on WA 10 meg uncapped service and they manage my line.

On Sun 2013/07/14 informed WA that I am not getting even close to the speed I am paying for.
Since that date (nearly a month ago) I have sent countless speed test results and I still have the same problem.

I have had interaction with three Telkom technicians:

1st came to site without a PC so he needed me to do the speed tests from my PC. At that moment in time I achieved a 6mbps connection. He explained I won't necessary get the full 10 mbps (which I am fully aware of). An hour later I was back down to 2.5mbps and to add insult I got a message to say my fault had been resolved.

2nd came to site with his own laptop. He could see my speed was fluctuating significantly. Said he changed the ports and I should see how it goes. That fault was also closed the following day.

3rd technician didn't come to site. He called and asked if my line was now fixed. I asked if he knew what the fault was. He said he had no idea. So my question is how could he have fixed the fault if he did not know what it was. I told him to contact WA to find out what the fault is.

WA, there is an issue on my line. Please fix it.
