One year of no service from mtn

Go back and read my previous posts. This is a ongoing problem. People phone me to solve my problem, and nothing happens. MTN, and their workers are and artists.
I recently cancelled my debit order due to MTN no delivering service to me, and within a day I receiced a account for R2200, 00. How can I owe this amount if I do not receive any signal (this is the main problem)?
I do not use my phone data. I do not use my internet connection.
If anybody phone me, I have to run like a mad person outside to the property border to get signal to speak to them.
On numerous occasions MTN commited to come and test signal, with nobody showing up.
Can anybody from MTN Legal department contact me as I handed this case to my attorney, and you refuse to give me the details.

It is very basic. I pay you for a service, you are not delivering the service. Breach of contract. And this problem has been ongoing from December 2012 so do not try and tell me it is because you are changing over to 4g. Unless you are trying to tell your clients that they are stupid.
