Being charging for services never received

I applied for a DSL line in December 2012 and the line was never installed because the infrastructure was insufficient in the area. I am now receiving bills monthly for data that I have never received. I have disputed the account twice now and requested that the order against my name be cancelled. Which was supposedly done, but yet I received another bill yesterday that is three months in arrears. This is now redicilous and I want this sorted out.
