Refund refused even though I received no service!

We had a Telkom line installed earlier this year for the sole purposes of having a 4MB line for my office - I work from home. After the line was installed, we had weeks of problems connecting to the internet and technicians coming out, it was discovered that due to the lack of infrastructure we could not have a 4MB line in our area (which is ridiculous as we live in a central Johannesburg residential suburb). The DSL portion of what was being debited was credited, but the arrogant call centre agent is insisting that we cannot get a refund for the line rentals paid for the past few months, even though we have had NO USE WHATSOEVER from the line.

How can you refuse a refund to a customer who has received absolutely zero service on a line? You can even check your records and see that the line was not used once! Had you told us initially before we went through the process of having the line installed that we would not be able to have a 4MB line, we would never have paid for the line to be installed in the first place.

I expect someone to contact me URGENTLY to sort this out and let me know when I can expect a full refund
