BIS Expired prior to the time frame

I am a Cell C subscriber and last month i activated my BIS and it was the 15/07/2013, yesterday 31/07/2013 i noticed that i could not access the internet. When i called the Cell C call center i was given another number to call which is 086 166 7746. Now my question is that. How possible can my BIS expire prior to the 30 days period or is Cell C having network problems in the area I am currently in which is Tugela Ferry, KZN and why we are not being notified about such problems if the do experiencing them as this causes a great deal of inconvenience.
