No internet for the past 4 weeks

On the 16 of January i subscribed for the BIS as usual with my blackberry phone so that i can be able to go into the internet, BBM, Whatsapp and basically all the social sites my account was debited but i could not connect to any of these, i called cell c and spoke to Aden on the 26th who told me that cell c was experiencing problems with their internet but the matter would be resolved shortly a week later nothing has happened, i called cell c again on the 01/02/2012 still no help i sent an email still no reply, on the 11/02/2012 i went to the retail outlet in Braamfontein and they told me that there was something wrong with my phone's connection to their network but it was sorted and i should be able to connect within 24hrs, 48 hrs later i still cannot connect, i went back to cell c in Braamfontein and they told me that they are expiriencing problems with their network, please tell me what kind of a subscriber experiences problems with their network for 4 weeks, and what is going to happen to the BIS whic i have paid R57 for which has now expired and i must now renew it even though i have not used it, this is totally not acceptable.
