Debitting account after cancellation

I have requested a cancellation of my contract from CELL C last year. The account was not cancelled because I had to pay a commitment fee. I paid the fee in February and expected my account to ne cancelled but I was suprised to still see my account being debited. I then made a call in June 26th and a lady I spoke to said she will send it for refund.
To my surprise again this month instead of a refund I was debited again. Made a call on the 26th to query this and a second refund was logged still today no refund or talk of a refund its irritating and miney waisting to keep calling cell c over this last year issue.
