Vodacom unfair billing

I left for overseas on 21 June 2013. Before my departure i contacted Vodacom in order to activate sms roaming so as to avoid a massive phone account on my return. The consultant i spoke to told me that i could not just send an sms as i had previously done, as my account was now a business account, and i would need to send a letter through on letterheads requesting same, etc. After discussing the process my last question was whether sms roaming was still active on my phone from the last time i had activated it a couple years ago, and he said that it was.
On the presumption that sms roaming was active, i did not do anything further. To my absolute horror my bill for the month on my return was over R 12000 with almost R10 000 of this due to blackberry data, which i thought was free due to my bis suscription. I contacted Vodacom, and the lady i spoke to gave the phone to her supervisor who promised to get a copy of therecording of my initial request and would revert back to me the same day. He never called or sms'd back. I then phoned the call centre the next day and spoke to a consultant named Mendi. I have still not been contacted despite being assured i would within 24hrs.
