Can't seem to get there details right

New line, phone cut off for non payments. Did not receive a bill so how can I pay! I should have called them they say! When I called to speak to someone I was told he cannot connect until I pay and cannot reverse the reconnection fee. Why should I pay a reconnection fee when I never received the bill! The initial bill also did not get to me and I went into the offices to sort it out, pay it and make sure TELKOM had the correct details so that I would receive my next bill. Clearly they got it wrong agian. Now I have to pay, have no ADSL line to pay it from!!! So they wont connect me till I pay, I don't have internet to pay them Catch 22!
