New SiM card but no data

I have been having problems in my area with Vodacom connectivity for a number of years but it is now at the point that I am considering another network,

I bought a new Vodacom SIM card today for internet and was told by the call centre it needs to be in the phone for 48 hours before they give me my internet that I have paid for.

Ok so first I buy a new sim card and airtime and data and now Im told oh wait 48 hours. How do you guy work???
