Cannot Connect to Telkom Mobile Network

I bought a 60Gb 60GB internet data package on 9 November and have not been able to connect to the internet since. I have contacted the call centre several times who have confirmed that the SIM card is active and data provisioned so should work. My device shows that I have 3G. After contacting the call centre for at least the 3rd time I was told that they are experiencing network issues. They could not confirm when it will be fixed or if I was in an area that is affected. The Sandton City store states that they do not provide refunds on data packages. This violates the consumer protection act if one cannot use the service you have paid for. Prior to buying I confirmed with the store that the area I will be using the SIM card in has 3G coverage. My business depends on internet connectivity so I expect a refund if I cannot use the service I have paid for as I will have to buy data from a another network.
