DUPLICATE SIM CARD

I HAVE A VODACOM SIM CARD THAT i USE FOR INTERNET, I HAVE BEEN USING IT FOR MORE THAN A YEAR.THE LAST TIME i RECHARGED DATA BUNDLES WAS IN APRIL, AND THEN i LOADED DATA ON THE 6tH OF AUGUST, AND i EXPERIENCED DIFFICULTIES LOGGING INTO THE INTERNET.

i THEN CONTACTED THE VODACOM CALL CENTRE AND WAS ASSISTED BY VUYO WHO WAS REALLY HELPFUL, AND HE TOLD ME THAT MY SIM CARD MIGHT BE DAMAGED I MUST BUY A NEW ONE AND SIM SWAP, WHEN I DID THAT I WAS TOLD THAT MY NUMBER WAS BEING USED BY SOMEONE ELSE.

I CALLED THE PERSON WHO IS USING THE NUMBER AND SHE TOLD ME THAT SHE DID RECEIVE THE BUNDLES, I THEN CONTACTED VODACOM TO REFUND BACK MY DATA BUNDLES AND THEY SAID IT WAS IMPOSSIBLE...

MY QUESTION IS: WHY GIVE MY NUMBER TO SOMEONE ELSE?
WHAT IS THE POINT OF RICA, IF MY NUMBER IS GOING TO BE USED BY SOMEONE ELSE?
WHY CAN I NOT GET BACK MY DATA BUNDLES.
