After the 4th call my fault was only logged

On the 24th June 2013 I phoned Telkom to report my line thats not working. The lady said she tested the line and there is a fault she will log it directly. The 4th July 2013 I made another call to Telkom to say this line is not working I did report it and nothing has happened, AGAIN the lady said the call has been logged they will attend to it as soon as possible.

On the 11th July 2013 I phoned Telkom, to say I will not pay June 2013 account before someone comes out to fix this line. The guy said that I should not worry they can see this line has been reported and that everyday that the line is out of service they will give me a credit.

Today the 15th July 2013 I phoned Telkom again to ask how long will this take? After I said I will not pay this account, after reporting it 3 times the lady said NO fault has been logged? What?!?

How is this possible? What do you have to do to get service from Telkom? Why do we as clients that pay the employees salaries at TELKOM have to BEG, BE NICE, PLEAD, SCREAM and CURSE to get a response?

It seems like there is no client services in TELKOM what so ever.
