BIS services paid for but not active??

My daughter has prepaid BIS services with MTN, cell number 073 989 6842. Every month around the 10 th the R60 is deducted, sometimes before the 10th. I advised my daughter to re-charge around the 7th in order to ensure that there are funds available for deduction and so that her services remain active. We NEVER had any problems with this before. This month she recharged on the 6th. She received an SMS "thank you for recharging and she received R30 free mahala airtime". For some reason on the 11th the BIS services was deactivated and the R 60 deducted. I would like to know what the R 60 was deducted for as no service was provided and BIS is not active??? WHY did we have to pay R60, for nothing?? I am most definitely NOT going to pay another R60 for her services to be activated. I would like to request a refund, so that my daughter can rather join another mobile operator and receive the BIS services that she is actually paying for. Schoolkids can simply not afford to pay R 120.00 per month for BIS Services with MTN. This is really extremely disappointing and absolutely unacceptable!!
