Application ignored in favor of later app

Oct. 2012 I applied for a land line and was issued with an o/n DSL 970192? 51. Shortly thereafter I received an SMS saying that there was no infrastructure in my area but the order had been listed. A new neighbor, a lecturer at Rhodes University, bought and moved in to a house adjacent to mine in FEB 2013. She immediately applied for a phone and within three weeks Telkom installed her phone even to the extent of having to plant poles to her house as it was quite a distance from the line which runs past my house. I complained to the Port Alfred office who promised to do something about it. A short while later I went back to see if there was any progress only to find it closed and a notice on the door saying all inquiries had to be addressed to Telkoms Port Elizabeth branch which is 140 Ks away
