No infrastructure for activating an existing line?

Hi guys,

I recently requested that the existing Telkom voice line in my house be activated.
I got an SMS from Telkom stating the following:

"Telkom has to provide new infrastructureto your area. Your request has been listed but is currently outside our build program for this financial year"

Can you please elaborate on what infrastructure is required as the line in my house already exists?
