Not providing itemised bill to postal address

They have not kept to arrangement made to provide itemised bill to my postal address as per email dated 26th april 2013.
they feel itemised charge is mandatory, but dont feel it is mandatory to provide postal bill to customer, this is totally wrong and needs to be rectified.
i have not been sent bill since 01-12-2012, only sms to tell me what is owing, and then they have the cheek to tell me they will charge me R49-00 reconnection fee if i dont pay immediately.
i require them to provide printed, posted bill to me, including the last 6 months outstanding bills as well.
their total disregard for customer care leaves no alternative, but to change to some other company.
