Vodacom should ensure outlet owners are competent!

My brother just bought a data bundle from Ismael Mohammed at the Kelvin shopping centre, which did not reflect on his phone. He was not willing to assist my brother, but rather told him to call the call centre to sort out the issue. He just seemed interested to get the money and move on!! Does Vodacom not screen these outlets to ensure that at least they are competent and maybe some training on customer service?
It didn't help either that the call centre agents was also clueless and passed the call on twice before it was resolved
Totally unacceptable!!
